No matter where the remote control is, the cat will sit on it.  And he or she will do so in such a way that it always appears to be a coincidence that the remote happens to be where the cat wants to sit.

Does anyone else fear the potential for abuse that seems apparent in this?

The Cybersecurity Act of 2009 introduced in the Senate would allow the president to shut down private Internet networks. The legislation also calls for the government to have the authority to demand security data from private networks without regard to any provision of law, regulation, rule or policy restricting such access.

Now this appears to be a preliminary analysis, and in reading the article there may be some desirable aspects to the legislation.  I'm going to keep my eyes open for anything more on this.
